Drinking culture

Why does British drinking culture have to be attributed to alcohol? Doesn't the public have a sense of imagination? How about having a drinking culture that revolves around drinking others under the table with tea? Coffee perhaps? Who can get totally and utterly wasted purely through the consumption of caffiene-related beverages?
